That was by using a digital texture i made on Photoshop and masking everything but the jacket. If I remember right it goes as follows -
On a new layer, fill it with black then add noise to get a grain texture. Then on the same layer use the threshold tool to make the grain more subtle (which makes it look more starry). Change the layer mode to screen, then add a layer mask and mask approprately.
Alternatively you can use whiteout or some watered-down opaque white paint and do the effect traditionally (toothbrush/straw).
